I can't get any webhook events to be triggered in sandbox. There are none shown and my URL definitely doesn't receive anything. I'm trying to trigger them by setting up recurring payments with sandbox accounts and cancelling/suspending them in the dashboard. The webhook events are set to "All events".
I see there are lots of posts around the internet of the same problem over the years, but the solution seems always to be Paypal's developers "doing something" internally. I'm lost as I can't actually use Paypal because I can't debug my app because of this.
