Sandbox / Smart Button / Your payment is on hold...

Greetings,

 

I included a sandbox Smart Button on my site and when I try to complete a transaction with a test account, it keeps giving me the message below.  I just want to complete the transaction so I can test the web hooks callback for completing a sale transaction.  How can I do that so I won't get the message below?  Thanks in advance

 

"Your payment is on hold and undergoing review due to security measures.
We usually complete this review within 72 hours and will email updates. There’s no need to resubmit your payment.
This review affects this transaction only.
We’ll email a transaction record confirming your payment was authorized (not completed)."

I understand that you encountered an error message stating "Your payment is on hold and undergoing review due to security measures" while testing a transaction on your Sandbox account.

 

This error message is displayed when a risk or compliance review is being conducted on a transaction. Sometimes PayPal temporarily holds the payment to ensure that there are no illegal transactions or trading fraud. Once the review is completed and there are no issues with the transaction, the held funds will be returned to your account. 

 

To resolve this issue in the Sandbox environment, I recommend following these steps:

  1. Click on the provided link https://developer.paypal.com/ to login to your developer account.
  2. Once logged in, scroll down and navigate to the "Sandbox accounts" section.

  3. Click the three dots next the account.
  4. Click on "View or Edit" option.
  5. Scroll down and turn off the Payment Review and Negative Testing settings

Also, I recommend creating a new Sandbox account for testing purposes and trying the transaction again.
