NVP/SOAP applications are now depreciated and can no longer be created. At the moment, the only alternative is a REST application until PayPal Marketplaces is generally available.

We plan on fixing the issue with the link you referenced and if you already have NVP/SOAP applications registered under your account, they will show up within that section.

How do I get as third-party the access token with permissions for activity?
