Keep getting " Sorry, we can’t complete your purchase at this time " when doing payment by Paypal

Im currently developing a online gateway using woocommerce.  After I set the payment action to Authorization, i keep getting this screen

The URL of the above page is :

- Email address for the sandbox account receiving the payment:

- Email address for the sandbox account sending the payment:

Payment works fine when I do the payment action instantly.

Hello,

Are you still experiencing this issue ?

If so, please provide me with specific details about the type of transaction being attempted, the merchant id for the business account and I can review it in further detail.

Details on how to retrieve the merchant id for your account can be found in the thread pinned to the top of this forum titled "how to report a sandbox issue".
