I cant create a new sandbox account

Every time i try to create a new business sandbox account i get this message:

Something went wrong. The sandbox account could not be created. Please try again.

Here i the last error id : 4d5278185bdc4

Is this a technical problem of Paypal?

Apologies for the delay in responding, I was out of office last week.

There was an issue on our side which caused an impact to sandbox account creation. The issue was resolved within the same day, so you should no longer be experiencing this issue.
