Is anyone here able to enable that setting?

I retested and we are still receiving the same error.

I double checked and I provided you a merchant Id that is related to this account's Prod settings, but not a sandbox merchant Id.
A helpful post on How to Report Sandbox Issues was created before I wrote this and just noticed. I'm striking out the info below and will try to make a more proper request. There is a lot of confusion on our side with regards to what our Sandbox accounts are, and what to use for the Sandbox merchant ID.
I've gone in a obtained a Merchant Id (Account Id) of a Sandbox account (1 of 6 there) that is tied to this user (eTeamSponsor). That Sandbox Account Id is: [removed]. It's obtained from https://developer.paypal.com.
Could toggle the setting for "billing address request is not enabled for merchant" again please?

I checked the debug id you provided and the sandbox account was a different account. I've enabled the return of the buyer's billing address for this account also.
