Enable Billing Address Request for Production

Does anybody know how to get Billing Address infomration enabled in Production? 

Merchant Technical Support enabled it for our sandbox account and they told us PayPal Customer Service should be able to enable it in production.

However after speaking to 7 different agents, none of them know what this is let alone enabling it. We go around in circles! 

Some say you need PayPal Pro, others say PayPal Pro is closed, some say you don't need PayPal Pro. It's horrible.

For LIVE PayPal account, I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/us/smarthelp/contact-us (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request. 

They will be able to assist you further as they are specially trained to address this type of account inquiry .
