Creating a dispute in Sandbox environment

I am currently working on an integration project that involves dispute management. I was following the guide in the integration guide: to create a di...


However, I was stuck at the first step where I need to set = DISPUTE_CREATE. 


There was no option for me to set it in the App & Credentials set up. I saw in a post in Stackoverflow that I need to contact Paypal for it. Who do I need to contact for this? Any advice would be appreciated.
