Can't access or change password to my sandbox account

First time poster here. I've tried accessing my sandbox account, but the password is "incorrect" although it was never changed. I went through the process three times of attempting to reset my password, getting the phone call, entering in the four-digit pin, and changing the password; I receive a "We're sorry. There's a technical error on our end" message each time. Is anyone else seeing this, and if so, how do I resolve it?
