I am seeing the following message on my developer's account Dashboard.
Alert: An active service disruption in Account may be affecting Production performance. For details, see PayPal Status.
I am not able to execute Sandbox payments since yesterday. After clicking on "make payment" button I am directed to the IPN sandbox page but the screen shows blank.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
