using Adaptive payments and sending to any email - response is 'Unilateral payment is deprecated'

We've been using Adaptive payment (approved thru paypal) to allow users to send gifts. Often times the email the gift is sent to will not be tied to a paypal account. This was working for sure in July of 2020. However, we've started seeing that it is no longer working and we are getting the error, Unilateral payment is deprecated.

Being that we are an approved  partner to use adaptive payment api, how do we fix the issue and still be able to allow sending to an email that is not tied to a paypal account?

If this is no longer an option (meaning adaptive payments - even though we are approved to use it) what options do we have to allow our users to send a gift to someone who does not yet have a paypal account?

We're still exploring options.  But so far, for our particular needs (which are just related to P2P payments), we're looking at Sila and Railsbank. Apparently PayPal has a Payouts API (part of Mass Pay) that could meet our needs, but no one from PayPal suggested this (we heard about it from an outside vendor).

Synapse FI is a solution, but their now only working with larger companies and charging higher fees.APIS or BaaS providers and banks.  Hope this helps.
