paypal here error message "cannot validate city, state, or zip code, check info and try again"

i have checked again and again, i am entering the correct info and still cannot sign up for paypal here. when i click on agree and continue i get this error message. i have checked my paypal profile info and i am entering correctly. what is the problem?

We usually do validation for US addresses, similar to USPS:

https://tools.usps.com/go/ZipLookupAction!input.action?mode=2&refresh=true

The zip code introduced will have to match exactly the City name and State code, as per the above.
