Problem communicating with PayPal servers

Hi,

When users try to pay through PayPal in my live/production application they get an error saying 'There was a problem communicating with PayPal servers. Please try again.' Its been 4 days and the user is still getting this problem. How much will it take to rectify this problem?

Please look into this issue as the live app is getting affected.

Did you ever get a resolution to this?  I am new to PayPal in the past month and this issue is constantly popping up.
