1st time using Paypal - Sandbox works 100% but tried to move to live/production and instantly get this error on my first live test transaction.

Sorry if this has caused confusion. 

It sounds like our system is saying that the receiving account has a limitation. If you are the merchant, please visit your Resolution Center to check to see if there is currently a limitation.
