Case against Ebay buyer

Hello,

I sold item on E bay in Italy, shipped the item on the address buyer provided me, I have documentary evidence  from post office, but tracking code shows that the buyer refused to get the item. After a period of time, buyer opened a case against me on PayPal, that he didn't receive the item, from my side I provided documents from my local post to PayPal that the buyer refused to get the item, also provided document from Italian post, where operator from Italian post claimed that the tracking code I provided shows the buyer refused to get them item, but PayPal declared the buyer as a winner refunded money from my PayPal.Worth to mention, that it's also more than 2 months, that the item is in Italy and I still didn't get it,I have also documents which proves that fact,  so the buyer has it's own money and I still didn't get my item back. Is there any way to return money back?
