Regardings taxes for influencer marketing agency

I run instagram campaigns and pay instagram accounts for shoutouts. All payments are made solely through Paypal (goods and services). 

We work with over 400 influencers/instagram pages monthly. 

Question: Do I need to collect W9s and issue 1099s? 

Most of them won’t agree to provide W9, so this seems very daunting.
