Paypal speed of desicion making

I filed a casse against Tinyue a vendor that PAYPAL I think authorized to sell to PAYPAL customers and its resolution has been stretch many times. The resolution has been stretch multiple times by PAYPAL in favor of the seller, I am disappointed I just want my money back because the item that I purchased was not deliver for more than a month now.

11 of April I paid extra for 3-7 days delivery and after 9 weeks without the parcel, today, 19 of June, received a mail from support (copy-past):
