Buyers having a billing address in India cannot use PayPal to make payments

Hi I have integrated the paypal express checkout in my website but when i try to pay i am getting this error as 

 

We’re sorry, due to government regulations, buyers having a billing address in India cannot use PayPal to make payments to sellers registered in India.

 

Can you please tell the solution for this.
