Paypal 1099 forms are corrupt and won't open

As the title says, when the PDF is downloaded, it can not be opened.

I'm attaching the error Adobe Reader gives me. 

Also, when I contact support via Twitter, this is the generic nonsense reply I get after explaining everything in detail, which does not address the issue:

Thank you for the email address. Here's how you can access your tax Form 1099-K online from within your PayPal account.

1.Click Activity.

2.Click Statements and select Tax documents.

3.Select the tax year you need.

I've seen several replies from Paypal staff here when people have similar issues and they direct them to contact privately via Facebook or Twitter, so I did, and it was completely useless and a waste of time. It took 1 hour to get a useless answer like that.

How about removing the (1) from the file name?

That was just the 2nd download. The first download doesn't have that. 

I've tried a few different software to open the PDF and all of them can't open it.

Having looked through the support forum here, this is an ongoing issue for many years.
