ITIN letter from PAYPAL

is there any way that PayPal will issue a signed letter or document, on official letterhead, showing my Paypal member name and evidencing that an ITIN is required for my account?  I am a CAA and have many clients seeking this option. For any Single Member LLC -owned by a foreign individual to qualify for an ITIN they will need this letter from PAYPAL. 

If so who do they contact at paypal is there an email address for this compliance dept?
