I always keep receiving this annoying email with regards to taxes which don't apply to me being a non USA citizen nor resident. The only thing is that I used an American freind's address for the account.
I am wondering the same thing? Why is the USA trying to get all this personal information about non-US citizens? If China did the same thing, it would be an outrage.
If you opened a U.S paypal account and added a U.S address belonging to someone else then you are unfortunately breaking paypal rules as that is not allowed.
