How can my PAYPAL CASH DEBIT CARD show im in the -negative and that I owe??

Im so confused on this (-) amount i owe??? I OWE??? On a PayPal debit cash card. This isn't a PayPal credit card, I cannot charge it with no money on it! I could if had enough money to cover the cost of a purchase. SOOO the only way i can use this card to pay for anything? Is if I personally deposit, still have a balance, or somebody has sent me money and some other ways. Only reason i wanted and signed up for this Pay-Pal card, is not to have any debt and to build credit. So this is why Im confused that i have a ReD Negative Amount Balance OwED????

Since the card draws from your PayPal balance, check your PayPal account activity to see why it has a negative balance. Was there an unauthorized transaction or you over spent on your PayPal balance/linked funding sources (ie. bank account came back insufficient) didn’t know.
