Activity Download not allowing all transaction in Quickbooks IIF format

I used to be able to go to Reports ---> Activity Download ----> then download reports in Quickbooks IIF format for "All Transactions". Now it doesnt let me. When i have the Quickbooks IIF format chosen it reverts back to only allowing me to look at completed payments and doesnt allow me other options. Help Please
