No not if it is done properly using the refund option.
In fact if you are a seller refunding a buyer then you actually get a credit of the fee you were charged when the buyer paid.
Advice is voluntary.

Hi, Have just refunded £1.98 (in full) via the refund form on the details page of the original receipt and 20p more than I actually received after initial charges was taken out of my account.
I note you mentioned that full credit for paypal charges should be given if done correctly yet it did not happen with me.
Can this still be correct?
(I know 20p is nothing but I would like to know for future transactions)
