It doesn't usually take this long for it to show up on your account, either she's put in the wrong details, there's a fault with PayPal or she's lying. Ask her to check she sent it to the right person, if she still says she has I'd open a dispute with PayPal, that way if it's a fault with PayPal they'll know and if she's lying you've covered your **bleep**. Either way your on your way to getting your cash back.
Do you mean that the transaction showing a refund is not showing in your paypal account or just that the payment is not showing in your paypal balance?
Also how was the original payment funded?
