Seller declined refund

Hi,I recently bought an an item that was advertised as $850 in 3 days or full refund.I went to buy it and I realized that I can't do it since I don't have enough free time to do it.So I requested a refund and he said that he wouldn't do it.After the 3 days have passed, and it didn't work for me at least, can I chargeback if he won't give me a refund?I paid via my paypal balance

Well you can't chargeback if you did not fund it from a credit card.

If you mean can you open a paypal dispute then that depends. You can file a dispute on paypal for:-

1. Item not received if you did not receive it.

2. Item received but not as described if you received it and the seller misdescribed it.

As you don't say what the item is / how the seller is sending it / why you expect it in 3 days then its difficult to advise.
