Reporting a problem

I bought an item from a seller, paid using paypal.

I received the item, but the size was wrong.

Seller attached to the parcel return label, I used it to send the item back.

There was no response from seller neither email, nor a new item (i wanted to replace , correct size).

I wanted to report a problem to paypal, found the transaction, there are 3 options, one is "I DIDN'T RECEIVE AN ITEM I PURCHASED".

When I clicked on it I saw an information on the screen: "LET'S TRY THAT AGAIN. Looks like something went wrong on our end" + go to RESOLUTION CENTER.

It looks like I can't contact paypal with my request.

 

Can anybody tell/help me what can I do?

18 September paid £196 HELP via Paypal now they ceast operating HELP
