Refund due back to me but have to send item to USA

I recently purchased an item which when it finally arrived was very bad quality, I've been to,s I can get a refund if I send the item back.

it only cost 19.95 dollars so by the time I've paid to get it back it's not worth it??

Well to be honest thats the risk you take when you buy overseas.

Paypal clearly state that in the event of an item received but not as described dispute that you have to return the item back to the seller before you get a refund.

If you funded your paypal payment via a credit card then try your card issuer and see if they will chargeback for you.
