Refund completed but money not in my account

I had a refund for "Transaction ID240055218N912240G" "29,99 USD" and it shows on my paypal account that it has been refunded and was completed but paypal have not put it back into my account and i have now 0.00 balance were has my money gone ? And why have you took since Sep 17, 2017 when the refund was completed and still waiting for paypal to put the money back in my account for what i was refuded for.

How did you FUND the paypal payment to the seller in the first place that was refunded.
