Refund For Funds Sent To Wrong Email Address

I sent my landscaper payment for an invoice only to find out the email address they listed on the invoice wasn't their PayPal account email. The email the funds were sent to were at one time associated with their business on PayPal, but now they claim they no longer have access to that particular account on PayPal. Looking at my transacation it lists it as "completed" and so I have no way to cancel the transacation.

 

I opened a dispute, and I receieved an email from PayPal saying that they are requesting additional information from the seller regarding the claim... but my seller won't see that as they no longer have access to this account or they don't know how to access it. Am I going about requesting a refund of my transaction amount the proper way? PayPal really really needs a much better system of cancelling transacations for unclaimed funds. This isn't a "dispute", it's just a case of funds sent to the wrong PayPal email address which in my mind you should be able to instantly resolve by cancelling the transacation since the funds were never claimed.

But your funds were not unclaimed, if the payment has been marked as completed/sent then the payment has been sent to an email account that is linked to a paypal account.

 

However if you have filed for 'non receipt' of item and escalated to a claim then you should get a refund in 10 days as that person is not going to send anything to you.
