Paypal under review payment makes the company rejected your payment

Hello! Recently I tried to pay the product from NCSoft Europe Limited, where I was using Paypal as my transaction. But the problem arise when my payment was cancelled , and I accidently paid up 3 times, total for about £149.97. Usually I thought that this is normal because I tried to buy Digital Edition on that day of release. But after I file a report to their support team, they said that when the Paypal put my payment under review, their system would automatically rejected the payment. What is the cause of the problem, and what should I do to make sure that the system would not automatically rejected my payment? Hope I could get the answer as soon as possible. Thank you.
