Paid for item. Seller did not send. Opened PayPal dispute. Claim refused.

I hope I am in the right place. Can anyone please help. we are at our wits end with this. I Paid £85 for item (1 x 2.5g gold bar) on eBay. Seller did not send the item (it was for a birthday present) so we I opened a PayPal dispute.
The result of this dispute was that I was simply sent an email from PayPal to say we have not been able to help you in this case. That was it! No help, no advice, no refund, nothing!! Just a non reply email saying your not getting a refund - basically TOUGH!
So is that it? I we lost our £85.
The seller had a feedback score of '0' which should have sent alarm bells ringing but he did respond to emails and has obviously gone through the eBay account vetting process. After all we all started with a 0 score at some point right? eBay are constantly telling us eBay is a safe place to trade right? Well it certainly is NOT in this case.
I cannot understand why eBay and PayPal are letting people rip innocent victims off. It feels as if they are allowing this to go on without any comeback whatsoever.
So now I am £85 out of pocket and still no birthday present for a grandparent. I also opened a eBay complaint but all they say is the seller has not responded. But PayPal refuse to offer any refund whatsoever.
I have the 'sellers' name but I am guessing that is fake so it looks like he will get away with it. And PayPal seem perfectly happy to let him too! I did see he had 3 of the same items listed on eBay but as those were private auctions I cannot contact the other buyers to see if they also did not receive their goods. He had 2 on auction and 1 on Buy it now I purchased (or not as the case may be) with Buy it Now.
Can anyone offer advice other than I was stupid to buy from a 0 rated seller?

Bit confused, firstly why did you not open an Ebay dispute for non receipt of item?
Secondly if you paid via Ebay checkout and then opened a Paypal dispute for non receipt of item then why were you turned down?
Did you escalate the dispute to a claim?
Was the item tangible and sent in the post and not a virtual item?
Advice is voluntary.
