paid £200 by PayPal family and friends for item on gumtree, goods not delivered, what should happen now

A “gift” or “personal” payments are intended as transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
On the other hand, as it is a “personal” payment, there is also no Buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade his paypal fees and negates your buyer protection at the same time.
Scam sellers often ask for payment that way as they know this.
Your only hope is if you funded your paypal payment via a credit card then contact your card issuer and see if they will help you.
But even they may refuse as you sent a "gift" and not a payment for "goods".

Well as long as other buyers don't use the family / friends option to pay (which if it was not a mate or family member they shouldn't do) and use the goods / services option then there won't be a problem as they will be covered for non receipt of item.
He didn't scam you, you sent him a "gift"....your choice.

I had purchased a similar item from him before, no problem. I now know the difference between f and f payments, but are PayPal going to let him carry on scamming people randomly, if yes they are condoning criminal action, how do I report this please

To be honest paypal can't do anything.
Because you sent it as gift then he didn't scam you or anyone else that chose to pay that way.
Sorry but you can email paypal if you like but its unlikely they can do anything.
Did you fund your paypal payment via a card? If so then try and do a chargeback.

The heading is not "send a gift" it is"send money to friends or family" and this person knows that if anyone sends him money that way he can renage on the deal, you say PayPal choose to do nothing about it, well I think they should make this clear in their large print not just their small print instead of referring to "buyer protection " everywhere
