Dispute opened after nearly 6 months??? How is this possible?

Hi all
Please can somebody explain to me how a claim can be opened dating back to the 1st July? The buyer has just made a claim today stating that the item wasn't 'As Described', basically suggesting that the item does not work. But how do i know that they haven't been using the item for six months? Is this not over the 45 days allowed to claim?
Why am i getting these issues now?
Any help would be appreciated.

That rule was changed back in June, buyers now have up to 180 days to file a dispute.
This brings it in line with the time they are allowed to claim if they funded their payment with a c.c. direct to their card issuer.
Advice is voluntary.
