Hello, i am really confused.

I got yesterday to paypal 11eur. And i want to buy an internet item for 10 EUR. when i authorize my paypal and i just need click pay but i got error

"This payment cannot be completed and your account has not ben charged. Please contact your merchant for more information"

And i'm really confused on one of my got money is "Issue refund " on orders status..

How to fix it?
