Cannnot cancel a pending payment??

So I recently bought myself something with paypal and the purchase went through straight away.

However when I went to buy it again for a friend, The payment stayed in pending and does not allow me to cancel and re-order.

The only message I get is "eCheque estimated completion: 4 January 2018. We advise merchants not to dispatch items until they have received payment" and we don't want to wait that long for something that should have gone through hours ago

When you pay a seller it is never instant > paypal credit the seller for you and then start the process of uploading your funds to paypal from your funding source.

However they only take that risk IF you have a back up funding source linked to your paypal account ie a card AND that card is in date and not expired.

Otherwise you are the one that has to take the wait for your funds to transfer to paypal who will then pass it on to the seller.

Paypal also does this if the item is high risk ie expensive OR you are suddenly buying a lot against your normal pattern of buying etc etc etc.
