Can I chargeback after sending money through PayPal.me

I sent money through PayPal.me but got scammed and now I need to chargeback I didn't see a dispute transaction on the Activity and wondering if this is possible?

NOTE: The money is all coming through my debit card.

Depends if the seller had a business paypal.me account OR you ticked the small box to mark it as a 'goods / services' payment when you sent it.
