i payed for an item with pay pal now the seller informed me that his pay pal accont was frozen the payment is pending how do i get my payment back

I am sorry to hear about this situation.  If the seller is unable to access the funds then they can typically still refund any payments that have come in.  If they are having trouble with this they can contact us directly for assistance. 

If the seller is not willing to help you then your other alternative is to file a dispute through PayPal and we will work with you and the seller to help bring about a resolution.  I am hopeful that you will have a quick resolution and I wish you the best.
