I used paypal to buy something online, but I didn't get anything from the seller. I tried to contact the seller, but there is no reply yet. How long should I wait? Can I get my money back if I don't get any thing from the seller?

You have up to 45 days from your payment date to file a paypal DISPUTE. 

Once a DISPUTE is filed you have an additional 20 days to escalate it to a paypal CLAIM.

 

Paypal does very little till it's escalated to a CLAIM.

 

Don't let the deadkines pass.

 

Once escalated to a claim the seller will have to prove the package has been delivered.  They will need online viewable tracking which shows delivery.

 

If they can't prove delivery, paypal will rule in your favor.  If they can't get the fends from the seller they will pay out of their own pocket under the Paypal Buyer Protection Plan.

 

Again don't let the deadline to pass.

 

Also don't close the dispute/claim if the seller asks.  If you do there is no way to reopen it.

Good luck getting your money . I have been waiting for 8 weeks for a refunded to go through while Paypal does nothing but make empty promoses.
