merchant renegs

Hi.  I bought a piece of software, paid for it and within six hours had the money refunded by a merchant who said the price was a mistake and he cancelled.

 

Can he do that?  How can I dispute it?  I have a receipt number but not a transaction number.  Can anyone guide me?

If this was an eBay purchase, you can report the seller to eBay through the eBay Resolution Center as it's frowned upon for someone to back out of a commitment due to not being happy with the end price.  I'd also send along that email as well.  There are opportunities for sellers to change or cancel a listing while it's active if there is a mistake that's caught, so at the very least, I would not purchase from this seller again.  You also have the ability to leave feedback about how you felt about the transaction.  (I'd suggest making it polite even if it's not positive as any eBay buyer or seller can see what comments you've left for others from your ID...and maybe if they were quick to refund, that's enough to make it something of a positive for you.  It will be up to you to determine what type of feedback to leave.) 


However, you have been refunded the money you sent, so from a transactional perspective, you have been given back what you put into it.  Mistakes happen, so the opportunity for someone to be able to refund a transaction is available...if a glass vase is sold, but gets broken before it can be shipped, we need a way for the seller to make that right with the person who sent the money.
