Refund says it's complete, but my PayPal balance is still $0.00

I purchased something from eBay on November 6 using my PayPal account (linked to my checking account).  I noticed immediately after I sent payment to the seller that my mailing address was incorrect.  He wrote back right away and said he was going to issue a refund.  It says that he issued the refund on the same day (November 6).  Two days later, the payment cleared my checking account and was paid, but the balance in my PayPal account is still $0.00.  How long will it take before the funds are credited back to my PayPal account?

I'm in the same situation.  I think it can take up to 7 working days.  My refund was issued on the 3rd Nov and there is still no sign of it in my paypal account 6 working days later.  Madness.
