Refund problem - Croatia

Hi,

I'm expecting 2 refunds from China and when both of sellers try to refund me thay get the same mesage:

Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds.

We in Croatia can't recieve money, but we should recieve refunds? Am I right?

Thay are refunding me in same valute USD. I'm verified and everithing is working well.

What should I set up to receive my refunds?
