Refund on Postal Cost

I recently made a full refund to a buyer in the United Kingdom. His package was sent via priority flat rate envelope with the shipping label processed through USPS via my paypal account. How can I get reimbursement from USPS through paypal for the shipping cost on this package that was never delivered?

 

On another note, we are required to hand over all electronically processed international packages  to a postal worker at the Post Office counter. As the sender gets no receipt (scanned or otherwise) for this item at time of drop-off,  there is no record that it is USPS hands until it gets processed in the backroom. Which in my case above - it never made there!! While all electronically processed packages are subject to the same processing, the customs form  on international indicates value which is like a red flag - steal me! And there's nothing you as a seller can do because the USPS never scanned and processed it into postal channels. Something needs to be done to eliminate this loophole in the USPS processing procedures and minimize personal losses! Unless something changes, from now on I will only process international packages directly with the Post Office.

I don't have a solution to your problem, but I will say that I have never used the online label printing option for international packages.  I can't get the correct postage to show up so I take them all directly to the Post Office.

Yeah, I have to agree best thing right now is not to use paypal/ebay/USPS electronic mailing for international packages. Only solution for me would be for the clerk to scan the package when received at the counter.
