Negative Balance caused by Error

Hi.. anybody knows what happened with my PayPal account?

Here's the problem.. I opened 3 cases of 3 returned item instead 4 items purchased from one seller on eBay. eBay closed 1 case instead 3 then give refund to my PayPal account. I don't understand why eBay only resolved 1 case, until now (4 days after the cases escalated) eBay haven't made decision for the rest of those cases. But that's not the problem i'm talking about.
The problem started when eBay credited the refund of resolved case to my credit card. eBay should only credit US$ 38,28, amount of refund from 1 solved case. But i was very very shocked when i found my balance became NEGATIVE, -US$ 260,81. After checked the transaction on PayPal, found that eBay/PayPal has transfered US$ 302,18, not  US$ 38,28 as it should be to my credit card.
The US$ 302,18 was the full price include shipping cost of 4 items purchased from that 1 seller. I don't understand why did eBay transfered the FULL PRICE to my credit card when only 3 items instead 4 that have problems and only 1 solved?
That's not the worst.. The worst thing is the credited funds NOT received by the credit card issuer, the transaction never recorded after 5 days, but another transaction after that was recorded. PayPal said refunds to credit cards can take up to 30 days to appear on my statement, but cc representative said the transaction usually appear in the same day, in certain condition it will appear up to 3 days, never more than that or even 30 days. It's freaking me out finding this matter happens on PayPal, the safer, easier way to pay. And i think this transaction was a big error because i couldn't see the transaction Details on PayPal, after i clicked on "Details" then the next page says "Sorry — your last action could not be completed". That's weird because the Payment Status itself was Completed, means that the recipient has received the money.
I have contacted PayPal 4 times, answered by 4 different representatives but all gave the same anwers. They said i could recover my balance using my credit card and the funds will appear on cc statement within 30 days. That's not point. Why should recover the balance from cc? it will cost me monthly interest, not a big deal, but why should i do that since it's not my fault? PayPal caused it, and it doesn't even recorded on my cc. why should i bear the problem? PayPal didn't answer my other questions; why did that happened? where the money goes? will i get my balance recovered? and so on...
Seems like PayPal leaving this matter on me and i'm afraid that PayPal will not take any action regarding the 30 days policy. I think that PayPal shouldn't apply that policy on this case as it's not a normal refund, it's an unusual circumstance i think, and maybe this is the first time on PayPal, or not? Then PayPal should have fixed this vulnerable system for secure.
PayPal  Representative said that they will help to trace the money if i couldn't find it on cc statement up to 30 days. Trace it? Why don't PayPal bring my money back? Why don't PayPal recover my balance? Just in case, what if the refund not appear and couldn't be traced? 
Honestly i'm willing to wait for that 30 days, but since there is no guarantee that PayPal will recover my balance and transfered money if the money couldn't be found or traced, i'm afraid this case will be expired and no one will care about this.
I really hope that someone can help me as PayPal representatives only gave me answers that were set for ordinary circumstances, no one gave me further concrete assistance to solve it. I do really appreciate their quick response, but honestly they're not even touched the essence of my complaints and questions. My emails answered by different representative so i had to explain my concerns from the beginning each time i sent an email, so it's just start over and over again.
I was and still thinking that  the delayed decision of the 2 cases on eBay has something to do with this balance transfer problem, that's why eBay haven't decide it yet. I also have contacted eBay's representatives via live chat, they promised me that the cases will be decided by specialist immediately, and it should be on Dec 27. They're remain unsolved even when last representative said those cases will be decided by specialist within few next hours. No change till now. Then i was told to make a call to talk to eBay specialist. The can only be contacted by phone. Why it's so complicated? I'm not a native English speaker, not even speak in English daily. I won't be fluently talk to them and afraid it will only make things worse because of misunderstanding that could happened. Well, i 'm writing it in English, but it's different between writing and speaking, right? Beside that, you can tell how much will it cost for international call to talk about a problem that couldn't be solved via email and not fluently explained in English. And what will happen then? It could be a disaster... 😄  
It's frustrating and shouldn't be happened with Huge and Trusted company like PayPal and eBay. All i want is PayPal have to recover my balance and credits my refund to credit card, and for eBay, please make decision for my cases immediately and refund the money to my PayPal account without having this problem again, it's been 5 days, more than 72hrs, maximum time stated to make a decision on a case. 

I just want to get back to my eBay activities.. It was fun and addictive.. but honestly it's not fun anymore since many sellers not reliable and this PayPal problem happened. 
I'm pretty new on eBay and since last five or six month i've been spending for hours everyday sitting in front of my notebook doing eBay things. My computer stays online 24hrs a day, 7 days a week, never turned eBay's pages off, unless if i had to bring it out. I have spent about US $6.000,00 less or more to purchase about 400 useful and useless items on eBay within that period. I swear that not even a single day in last five month without doing eBay things, 3-10hrs a day. I know there are sooooo many eBay freaks spent sooooo much money more than me, but eBay shouldn't let me down by leaving me with this problem and only delivered answers that couldn't solve my concerns
Please.. Please.. Please.. anybody help me. please tell me how to solve if you had a problem like this.. Did PayPal/eBay really helped you with this kind of trouble? The money is not too big, but it's my money, it's my right. I have to get it back. Hopefully the money will finally appear on my cc.. Let's see..
Deep in my heart eBay's still the best since i turned away from my previous favorite online store that also provide me almost anything... but for PayPal.. i hate you for now, but we can make it up after you bring my money back and recover my balance..
Sorry if it's too long, but i think you guys wouldn't understand about what happened if i wrote it short. I'd like to deliver it completely .
