I was issued a refund on a problem item, but was able to fix the item and don't want the refund. How can I refund the refund without the seller incurring fees? Thanks

If the seller refunded correctly, he had his paypal fees he paid credited back to him except the 30 cent fee.
I would just send the payment again, but add an additional 32 cents since the serrer is going to be charged the 30 cents again

Resend the initial Payment amount, although just like in the beginning, the seller may encounter a PayPal fee, you can't fix that, this is one method PayPal uses to make money.
