I have a Premier account linked to my business checking account. I sent an invoice to my wife to test it and see if she could pay with a credit card. She put in her information and got the following message:
"The card you entered cannot be used for this payment. Please enter a different credit or debit card number."
I sent myself one too and tried it with my credit card and got the same message. I need to make sure this is going to work before I send and invoice to a customer.
Please help!
Thanks.

Seems to be related to the outtage. I have always used this feature, but still am not able to get CC's processed now and receiving the same error message as you are. I have tried 2 different CC's (visa/amex) with the same result. I know that this issue has happened in the past as well, but still haven't been able to find an appropriate solution or workaround from PayPal.
COME ON PAYPAL!

For 3 days I've been having this same problem. It is crazy! I have a guy who has a paypal account and logged in. He has zero in his paypal account and when he logged in he got some message about having to put money into his paypal because the transaction could not be completed with a credit card!!! This is crazy. He just wants to pay his bill and he has to jump through hoops to do it. A friend has allowed me to process his payments through his system and they go through with no problem.
Paypal was so easy and now it is turning into a nightmare! I can't believe someone isn't getting back to the people on this board.

I am having the same problem. Surely this service isn't fit for purpose? Who wants to make it difficult for customers to pay in the current climate? This problem seems to have been sitting unresolved forever - makes you wonder.....

Hi All,
I am sorry to hear your frustrations!
Unfortunately, if you are attempting to pay an invoice using a credit card already associated with your PayPal account you will get denied.

I am experiencing the similar problem. i've tried using all of my cards (not linked with paypal) and they got declined. I then tried using my Dad's card and it got declined as well. The amusing part is that he got charged for amount higher than the entered but got declined. I am integerating with Paypal 1st time. This is very frustrating!
Is there a way out to get this to work? If not, I'll have to move to different vendor.
thanks!
