Invoices can't be sent

I'm new to this and in infrequent user of PayPal invoices . . . it seems the problems I'm having today have been going on for some time.

Invoices in "Draft" status can't be sent. (If you "Preview" an invoice, then it becomes a "Draft"???)

Invoices not sent (error msg pops up from PayPal to check again in 30 minutes) . . . then invoice DISAPPEARS.

I guess I can answer my own question; until PayPal fixes whatever is wrong, no invoices can be sent.

Right?
