PayPal Refusing to Process Payments by Customers with valid credit cards

PayPal help is useless. A number of my online customers complain that their credit cards for payment are greeted with "this card cannot be used for this transaction" message. I ran into it myself when attempting to pay an invoice to me on PayPal, not using my PayPal account balance.
Two different cards, both valid, and not debit cards. It would not let me pay. This is killing my orders as customers give up in exasperation.
Is this just part of PayPal continuing to try to force purchasers to set up a PayPal account? What is the solution?
