How to reprint USPS shipping label after 24 hours?

I could not print USPS shipping label due to problem with my printer. Now, it would not allow me (after 24 hours, of course) reprint shipping label. If I cannot reprint label how to get REFUND from Paypal for this already paid but never shipped USPS shipping label. I am sure I am not alone with this problem. How to resolve?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
