Defer fees to buyers

How I can set my PayPal account to defer all transaction fees to buyers? In other words
the fee should be added to the total when sending payment as oppossed to deducted on the receiving end.
These would include domestic/ foreign e-checks and debit/ credit payments. Thanks!

You would need to ask the Buyer to pay the fee e.g. have them check the box that say "I will Pay the Fee" under the Send Money tab, during the process before clicking send money.
